Description
USAID’s Resilience and Educate white paper describes how to conceive and plan for continuous access to safe, equality, equitable education, education systems in times of adversity.
Resources used
Recurring and protracted humanitarian emergencies have high human and financial costs. They also undermine development gains. Recurring humanitarian investments prompted USAID to consider what technical approaches could be used to reduce the cost of recurring or protracted emergencies to people’s lives and livelihoods and better protect or support development investments. This resulted in the technical area of resilience programming at USAID.
Main activities of the Good Practice
The Education and Resilience white paper provides the business case for resilience and presents a conceptual framework for understanding how resilience operates through and within the education sector and program interventions. The annexes provide concrete tools for identifying the impacts of shocks and stresses on the education system, identifying potential resilience capacities at all levels, and designing interventions purposefully with a resilience lens.

Results of the Good Practice
Resilient education systems look to provide equitable, safe, quality education for host communities and refugees alike, improving the likelihood of integration.
Next steps
USAID has selected resilience focus countries, many of which host or produce refugees, including Kenya, Uganda, Ethiopia, Nigeria, Niger, Mali, DRC, South Sudan, and Somalia. These USAID missions will plan programming with a resilience approach beginning in 2019.
